Robert Daniel Murphy was an American diplomat who combined negotiation with intelligence judgment in the arenas of war and occupation. As the U.S. political adviser for Germany in 1948, he reported to Washington that the Soviet Union had begun a staged campaign to drive the Western powers from Berlin, helping shape American perceptions during the blockade and airlift crisis.
