The man who built the Soviet table, and the negotiator “from Ilyich to Ilyich”
About 14:55 on 6 November 1942, at Lobnoye Mesto on Red Square. The deserter Dmitriev, mistaking it for Stalin's car, fired three rifle shots at Mikoyan's government car. Mikoyan and the other occupants were not harmed.
Soviet politician and statesman, a Bolshevik from 1915 who sat on the Central Committee from 1923 for over fifty years. The youngest commissar of External and Internal Trade in 1926 and a Politburo member from 1935, he toured the United States in 1936 as Food Industry Commissar (1934–38). In 1937 he signed death lists and was sent to Yerevan to conduct the Armenian purges, and in March 1940 he signed the order for the execution of 26,000 Polish officers. He was the only Politburo member to oppose sending Soviet troops into Hungary in 1956, the first Soviet official to visit post-revolutionary Cuba in 1960, and in 1962 he spent three weeks in Havana persuading Castro to accept the missile withdrawal. In December 1965 he was forced out of the Politburo and the head-of-state post.

A Soviet Armenian economist and statesman who participated in nearly every major chapter of Soviet economic reform from the Kosygin era through perestroika, as both theorist and operational leader. In the mid-1960s he helped design the introduction of commodity-money relations for the Kosygin reform commission; as First Deputy Chairman of Gosplan (1986–1989) he drafted the core perestroika-era restructuring measures. The 1988 Law on Cooperatives, which he authored and personally defended before a hostile Politburo, was the first Soviet law to grant private enterprise legal standing. As Deputy Chairman of the Council of Ministers (1989–1990) he advanced the opening of Soviet foreign trade, and after the USSR's dissolution founded the Institute for Foreign Economic Research of the Russian Academy of Sciences.

The party organizer wrapped both arms around the stacks of cash, stared with wild eyes, and with a trembling hand wrote in the party card: 'Salary for January 1989: three million rubles.' The average monthly wage at the time was 200 rubles.
The first legal millionaire of the USSR and founder of the Tekhnika cooperative. In January 1989 he paid himself a salary of 3 million rubles, and when his deputy's party dues of 90,000 rubles were broadcast on the programme Vzglyad, a national scandal erupted that forced the government to amend the cooperative law twice. He later served as a People's Deputy and State Duma deputy, becoming an emblematic figure of early Russian capitalism.
