Lend-Lease was the 1941 U.S. law and allied aid system that allowed the president to supply weapons, food, raw materials, and equipment to states deemed vital to U.S. defense, with return or settlement deferred until after the war. From 1941 to 1945, the Soviet Union received materiel valued at about $11.3 billion through the Arctic ports of Murmansk and Arkhangelsk, the Persian Corridor through Iran, and the Pacific route. Its importance to Soviet victory remains debated, balancing its role in relieving wartime shortages, especially in logistics, food, and raw materials, against its share of total Soviet war production and the timing of deliveries.

Law and aid system
Congress enacted the An Act to Promote the Defense of the United States on March 11, 1941. By framing assistance as lending and return, it gave the president authority to supply countries considered vital to U.S. defense beyond the existing cash-and-carry rules. During the Second World War, the United States provided about $50 billion in aid to more than 30 countries, of which roughly $11.3 billion went to the Soviet Union.
Routes and scale in the USSR
Supplies bound for the Soviet Union moved by Arctic convoys to Murmansk and Arkhangelsk, through the Persian Corridor across Iran, and along the Pacific route using Soviet shipping. Commonly cited Soviet totals include about 400,000 trucks and 11,400 aircraft, while some tabulations place roughly 85 percent of deliveries after 1942. The material became more significant in the later war, supplementing operational capacity with railway equipment, vehicles, food, fuel, and strategic metals.
Historical assessment
Soviet official narratives long minimized the importance of Western aid, while Cold War Western narratives tended to present it as a central explanation of Soviet victory. The continuing debate does not erase the fighting and production carried by the Red Army and Soviet industry; it asks how the timing and logistical effects of aid, especially after 1943, shaped the capacity for sustained offensives.
