A Statistics Korea activity-status classification within the Economically Active Population Survey denoting individuals who report having 'just rested' without any specific reason: no illness, childcare, housework, study, or job preparation. Introduced in January 2003, it is distinct from both the unemployed and discouraged workers, as these individuals are neither working nor seeking work. Since the 2020s, surging numbers of youth classified as swieosseum have drawn attention as a leading indicator of permanent labor-market withdrawal and a metric of structural employment crisis.

Statistical Definition

In Statistics Korea's Economically Active Population Survey, 'swieosseum' (just rested) is one of 12 response options to the question 'What did you mainly do last week?' posed to the economically inactive population. Respondents who do not report childcare, housework, study, job preparation, or illness, but simply state they rested, fall into this category.

Distinction from Unemployed and Discouraged Workers

The unemployed are those who actively sought work in the past four weeks but found none; they remain part of the economically active population, unlike swieosseum. Discouraged workers are those willing and able to work who have given up searching due to labor-market conditions; they are economically inactive but constitute a narrower category. Swieosseum captures those furthest removed from the labor market, with no overlap with either group.

Rising Youth Swieosseum

Youth swieosseum surged from the COVID-19 shock of 2020 onward. By 2025, the swieosseum population aged 20–39 reached a record 717,000; among economically inactive people in their 20s, 19.9% reported being swieosseum, and 26.5% among those in their 30s. A large share cited inability to find suitable jobs as the reason. The longer the resting period, the more re-employment motivation erodes, producing a self-reinforcing cycle of permanent labor-market exit.

Structural Significance

The explosion of swieosseum reflects not merely cyclical fluctuation but a compound structural shift: AI and digital transformation are replacing entry-level white-collar jobs, firms increasingly favor experienced workers, and the dual structure of the labor market is deepening. The metric functions as empirical evidence of 'seniority-biased technological change,' in which an entire generation of youth finds itself excluded from the very point of labor-market entry.
