Vasily Alekseyevich Degtyaryov

Founder of Soviet firearms design, creator of the DP-27, DShK, and PTRD

In May 1943, Stalin asked him which machine gun to adopt. Degtyaryov chose not his own DS-39 but Goryunov's rival SG-43: 'The SG-43 is unquestionably the superior model.'

The son of hereditary Tula gunsmiths with three years of parish schooling, Degtyaryov rose from tsarist army private to founder of Soviet firearms design. Learning automatic weapons as Fyodorov's assistant, he headed the USSR's first firearms design bureau at Kovrov from 1918 and completed the DP-27 light machine gun in 1927, the Red Army's standard squad automatic through 1945. Nineteen of his designs entered service including the DShK, PPD, PTRD-41, and RPD, while his bureau became the Degtyaryov Plant (ZiD), still a major Russian arms manufacturer. Second-ever Hero of Socialist Labour after Stalin, four-time Stalin Prize winner, and Major General, Degtyaryov drew the genealogy of Soviet infantry weapons from the 1920s through 1945.

Alexander Pavlovich Serebrovsky

The "Soviet Rockefeller" who rebuilt Baku oil and organized the Soviet gold rush

In 1924 he met the 90-year-old John D. Rockefeller in New York to secure credit for Soviet oil. "Rockefeller thought for a long time, looked at me attentively, and unexpectedly agreed. After tea he took me on a brisk half-hour walk through his forest park — I could hardly keep up."

A mechanical engineer turned revolutionary, Serebrovsky rebuilt the war-ravaged Baku oil fields with American drilling technology, laying the foundation for Soviet petroleum production. From 1928 he headed Glavzoloto, the state gold-mining trust, where he imported Alaskan techniques and personally recruited American engineers like John Littlepage to dramatically expand gold output: the bullion that financed machinery imports for Stalin's industrialization. As deputy People's Commissar of Heavy Industry under Sergo Ordzhonikidze, he oversaw the broader construction of Soviet heavy industry until his arrest in the Great Purge, execution in 1938, and posthumous rehabilitation in 1956.

Sergo Konstantinovich Ordzhonikidze

Commander of the industrial front: he pulled the trigger himself

October 27, 1936 — his fiftieth birthday. A grand celebration of his achievements was held in Pyatigorsk, but he refused to attend. That very day he had learned of his brother Papulia's arrest. His wife Zinaida sat alone before the empty chair.

An Old Bolshevik from 1903 and CC member from 1912, he directed the Sovietization of the Caucasus during the Civil War and rose to full Politburo membership in 1930. As Stalin's longtime Georgian comrade and Commissar of Heavy Industry (1932–37), he commanded the First and Second Five-Year Plans. Magnitogorsk, Kuznetsk, DniproHES, Uralmash: the physical skeleton of Soviet industry rose under his hand. But when the Great Terror devoured his handpicked plant directors and his own brother Papulia in 1936, he clashed openly with Stalin and shot himself in February 1937. The state announced heart failure.

Nikolai Pavlovich Glebov-Avilov

In June 1918 at Novorossiysk, as Commissar of the Black Sea Fleet, he ordered the fleet scuttled rather than surrendered to the Germans, instructing sailors: "Moscow will radio orders to sail to Sevastopol for diplomatic reasons — do not count that radio as an order."

Nikolai Glebov-Avilov was a Bolshevik revolutionary from 1904 who ran underground printshops during the 1905 Revolution. After October 1917 he became the first People's Commissar of Posts and Telegraphs in the inaugural Sovnarkom, then served as VTsSPS secretary and chairman of the Petrograd Trade Union Council, emerging as a central figure in Bolshevik trade union politics. At the Fourteenth Party Congress in 1925 he led the Leningrad Opposition alongside Grigory Zinoviev and was removed; he later became first director of Rostselmash (1929–1936), building the Soviet Union's flagship agricultural machinery plant. Arrested in the Great Purge, he was executed in 1937 and rehabilitated in 1956.

1 July 1941, Mikoyan's office. Confronted with a confession extracted by torture, he stepped outside to wait — and shot himself in the lavatory before they could arrest him.

A Bolshevik metalworker, he rose through Ordzhonikidze's heavy-industry apparatus to become People's Commissar for Defence Industry (1937–1939) and Aviation Industry (1939–1940), building the organizational framework of Soviet military production during the Great Purge. Elder brother of Lazar Kaganovich, he was notorious for a loud, lecturing style and dependence on talented deputies; dismissed in 1940, he shot himself in the lavatory of Mikoyan's office just after the German invasion, when Vannikov under torture falsely implicated him.

Andrei Nikolayevich Tupolev

Shown a model, Tupolev pronounced: "It's ugly. Ugly planes don't fly." The maxim became his lifelong creed — "Only beautiful airplanes fly well."

A student of Zhukovsky who built the world's first all-metal aircraft design bureau. Over 100 types flowed from his KB: the TB-1, TB-3, SB, and Tu-2 defined Soviet military aviation, while his all-metal stressed-skin philosophy reshaped the industry. Arrested in 1937 on charges of espionage, he designed the Tu-2 inside an NKVD sharashka. After the war came the Tu-16, the Tu-104 (the USSR's first jet airliner), the Tu-114, and the Tu-144, the world's first supersonic passenger aircraft. He mentored Korolev, Sukhoi, Petlyakov, Lavochkin, and Mil, a whole generation of Soviet aerospace. Three-time Hero of Socialist Labor, he died a natural death in 1972.

October 1921, Lenin's letter: 'I swore at you because I took your ideas seriously. Learn to fight in the commission, and if they vote you down, send me your minority opinion clearly stated.'

A Bundist who joined the Bolsheviks in 1913, Rukhimovich rebuilt the Donbas coal industry as head of the Donugol Trust in the early 1920s: work Lenin valued enough to urge him on by personal letter. He later developed Kuzbass coal for eastern metallurgy, served as Deputy Commissar for Heavy Industry under Ordzhonikidze, and in December 1936 became first People's Commissar of the newly created Defence Industry Commissariat. Arrested on fabricated wrecking charges after ten months, he was shot in July 1938 and rehabilitated in 1956.

Vladimir Mikhailovich Petlyakov

The prisoner who gave the Red Air Force its finest tactical bomber: Pe-2, born in a sharashka

In the spring of 1940, Petlyakov watched the test flight of his Pe-2 from the roof of his prison workshop. He was still an inmate.

The right hand of Andrei Tupolev who designed the wings of the TB-1, TB-3 heavy bombers and the ANT-20 Maxim Gorky. Arrested with Tupolev in 1937 on fabricated sabotage charges, he continued designing inside an NKVD sharashka. When Lavrentiy Beria ordered his high-altitude VI-100 fighter converted into a dive bomber, Petlyakov delivered the Pe-2 in 45 days: a machine that became the Red Air Force's most important tactical bomber throughout the Great Patriotic War. Released in 1940, awarded the Stalin Prize (1st class) in 1941, he died the following year when the Pe-2 carrying him to Moscow for production talks crashed near Arzamas.

The 'King of Fighters' who dominated Soviet fighter aviation for a decade

Returning from his 1939 delegation to Germany, Polikarpov found his design bureau gone — his engineers, I-200 project, and factory had all been transferred to the newly formed MiG OKB.

Soviet aircraft designer known as the 'King of Fighters.' His I-15 biplane and revolutionary I-16 monoplane formed the backbone of Soviet fighter aviation (1934–1941), seeing combat in Spain, China, Khalkhin Gol, and the early Great Patriotic War. Arrested in 1929 on fabricated sabotage charges and sentenced to death, he was reprieved to work at OGPU prison design bureau TsKB-39, where he produced the I-5; amnestied in 1931, fully rehabilitated posthumously in 1956. During his 1939 delegation to Germany, his bureau was transferred to Artem Mikoyan and Mikhail Gurevich to form the MiG OKB; he rebuilt OKB-51 and continued designing advanced fighters. He also created the U-2 (Po-2), over 30,000 built.

Arrested in 1931 and sent to the White Sea–Baltic Canal, he was paroled after 18 months 'for more effective use in construction.' A former White Army prisoner, he was buried in the Kremlin Wall as a Hero of Socialist Labor two decades later.

Soviet hydraulic engineer and Major General of the Engineering-Technical Service. A former White Army officer, he was arrested in 1931 and sent to build the White Sea–Baltic Canal, where his engineering talent earned him early release and expungement in 1932. He went on to design and supervise the Moscow Canal, the Volga–Don Canal, the Kuibyshev hydroelectric station, and the Rybinsk-Uglich hydro system, the defining hydraulic constructions of Stalin-era infrastructure. As director of the Gidroproekt Institute (1942–1957) and chief engineer of Glavgidrostroy NKVD, he built the institutional foundation of Soviet hydraulic engineering. His reliance on forced labor drew Solzhenitsyn's condemnation, yet he remains the practical architect of the USSR's inland waterway network and hydroelectric backbone.

Co-founder of MiG: the Soviet Union's foremost fighter designer who never joined the Communist Party

Toulouse, 1913. Gurevich's classmate at the aeronautics school was Marcel Bloch. Thirty years later, one would design the MiG-15, the other the Mirage — two Jewish fighter designers who once shared a classroom, now facing each other across the Cold War sky.

Born to a Jewish family in Kursk province, expelled from Kharkiv University for revolutionary activity, he studied aeronautics in France. In 1939 he co-founded OKB-155 (MiG) with Artyom Mikoyan, serving as Vice Chief Designer (1939–1957) and Chief Designer (1957–1964), working on every MiG from the MiG-1 through MiG-25. The MiG-3 was a mainstay early in the German-Soviet war; the MiG-15 seized air superiority over Korea; the MiG-25 remains the fastest interceptor ever fielded. Hero of Socialist Labor, six Stalin Prizes, Lenin Prize: the only top-tier Soviet military designer never to join the Communist Party.

In late 1941, as Il-2 production lagged, Stalin telegraphed the factory: "The Il-2 is as necessary to the Red Army as air, as bread."

Youngest son of a Vologda peasant, he left home at fifteen and first encountered aviation as a field hand leveling an aerodrome in 1910. After graduating from the Zhukovsky Air Force Academy, he founded his own design bureau in 1933 and produced the Il-2 Sturmovik: 36,183 built, the decisive ground-attack weapon of the Eastern Front. Postwar he rebuilt Soviet civil aviation with the Il-12, Il-14, Il-18, and the jet-era Il-62. The only person to receive seven Stalin Prizes and three Hero of Socialist Labor stars, he led the Ilyushin OKB for 37 years.

Walking home from the gymnasium in Gomel, the boy Pavel saw an airplane cross the sky and his breath caught. He climbed into the attic that same day and began building a model. "It was not a bird — a man was flying above us!"

A Soviet aircraft designer of Belarusian peasant stock who entered aviation as Tupolev's student at the Moscow Technical School. He founded the Sukhoi Design Bureau (OKB-51) in 1939 and delivered the Su-2 light bomber, only to see his bureau liquidated in 1949 after falling from Stalin's favor. Re-established in 1953 after Stalin's death, his OKB produced the backbone of Cold War Soviet tactical aviation: the Su-7 fighter-bomber (the main strike aircraft of the 1960s), the Su-9 and Su-15 interceptors, and the variable-sweep Su-17 and Su-24. Admired by peers for his technical foresight, Sukhoi launched the Su-27 program, which became one of the world's premier fighters. As director of the Moscow Auto Plant (AMO/ZIS) from 1926, he turned a small backward factory into Europe's largest automotive works and introduced the USSR's first assembly line. Born in Minsk to a Jewish family, he joined the Bolsheviks in 1917, studied at MVTU, designed the structures of Lenin's Mausoleum, and headed construction under Ordzhonikidze at the People's Commissariat of Heavy Industry. During the 1921 Kronstadt rebellion, mutineers arrested Langemak and sentenced him to death. He was held from 2 March to 18 April and freed only after the Red Army crushed the uprising — twenty years before he would build the rockets that became the Katyusha.

Of German descent, Langemak began developing smokeless-powder rockets at the Gas Dynamics Laboratory (GDL) and, as chief engineer of the Rocket Research Institute (RNII, 1934–1938), brought the RS-82 and RS-132 solid-fuel rockets to operational readiness. These became the core munition of the BM-13 Katyusha multiple rocket launcher: one of the most iconic Soviet weapons of World War II. He introduced the term 'cosmonautics' into the Russian language and corresponded with Tsiolkovsky about the peaceful space applications of rocketry. Arrested on false charges during the Great Purge in 1937, he was shot on 11 January 1938, rehabilitated in 1955, and posthumously made a Hero of Socialist Labor in 1991.

At Tomsk-7 the first thing he got under way was not the reactor but the bread factory. 'I'll find you a mason,' he told the construction chief, and personally brought back a bricklayer from among the prisoners.

A Cheka cavalryman turned NKVD construction general, he commanded the building of Chelyabinsk-40 (Mayak), the plutonium production complex at the heart of the Soviet atomic project. Semyon Lavochkin was a Soviet aircraft designer whose La-5 and La-7 fighters, over 22,000 produced, formed the backbone of the Soviet Air Force in WWII and helped secure air supremacy on the Eastern Front. His La-7 was flown by the Allies' top-scoring ace Ivan Kozhedub. Born to a Jewish family in Irkutsk, he began at TsAGI as Kamov's assistant studying autogyros, then founded his own design bureau in 1947 and created the Mi-1. His KB went on to produce the Mi-4, Mi-6, Mi-8, Mi-10, Mi-12, and Mi-24, setting 60 world records; the Mi-8 became the most-produced twin-turbine helicopter in history. Born to a Ukrainian peasant family and trained as a hydraulic engineer, Neporozhny served 23 years as USSR Minister of Energy and Electrification (1962–1985), overseeing the world's largest hydroelectric stations and the Soviet nuclear power program. He drove the simultaneous construction of the giant Siberian dams (Bratsk, Krasnoyarsk, Sayano-Shushenskaya), the Volga cascade, and Central Asian high-head dams, while building nuclear plants across the USSR and creating the Unified Energy System (UES), one of the most reliable integrated power grids in the world. Under his leadership, Soviet generating capacity nearly quadrupled from 82 million kW to 315 million kW. Soviet administrator of the defence and space industries. An arms engineer from Tula, he directed an evacuated munitions plant during World War II, then rose through rocket-research institutes and defence-bureaucracy posts to become chairman of the State Committee for Defence Technology (GKOT) in 1958. As GKOT chairman he oversaw the early ICBM and satellite programs and chaired the State Commission that approved Yuri Gagarin's historic first human spaceflight on 12 April 1961. He then served as Deputy Premier for science-research coordination (1961–1965) before being appointed Minister of Instrument-Making, Means of Automation and Control Systems (1965–1980), a move into civilian industry that some colleagues read as a demotion. June 1977: Pyotr Dementiev, who had led Soviet aviation for 24 years, died. Kazakov was appointed to succeed him — and would die in office less than four years later. The Moscow instrument plant where he had once served as chief engineer was renamed in his honor.

Born in a village near Moscow, Kazakov began working as a draftsman at 16 and became a Soviet aviation-industry administrator who climbed every rung of the ladder. Last Soviet Minister of Aviation Industry: from the Buran shuttle to the privatisation of a military-industrial empire

During the Buran shuttle programme, the operational meetings Systsov chaired were nicknamed sysovniki by the design bureaus — a grudging tribute to a minister whose blunt, shop-floor instincts they feared and respected in equal measure.

Born the son of a schoolteacher in Melekess, Systsov began as a motor assembler at the Tashkent Aviation Plant and rose over two decades to become its chief engineer. In 1975 he became the first general director of the Ulyanovsk Aviation Industrial Complex, building a vast aircraft manufacturing base from the ground up. Appointed First Deputy Minister in 1981, he directly supervised the Buran space shuttle airframe programme. Succeeding Ivan Silayev as minister in 1985, he oversaw production of the MiG-29, Su-27, Tu-160, and An-124 (the cutting edge of late-Soviet aviation) while driving the ministry's conversion into a state corporation during perestroika. A CPSU Central Committee member (1986–1990) and Supreme Soviet deputy, he saw his ministry abolished with the USSR itself and continued privatisation of Russian aviation into the 1990s.

The last Soviet energy minister sent into the Chernobyl disaster zone

At dawn on 26 April 1986 Mayorets received the first report of the Chernobyl accident, informed Premier Nikolai Ryzhkov, and flew to the site. As soon as he arrived he ordered the two reactor blocks still running at nominal load to be stopped and emergency-disconnected immediately.

An industrial administrator who rose from electrician to director of the Zaporizhzhia Transformer Plant, Mayorets guided the Soviet electrical engineering and energy sector for a quarter-century. As Minister of the Electrical Engineering Industry (1980–1985) and Minister of Energy and Electrification (1985–1989), he oversaw power-grid infrastructure and nuclear generation. On 26 April 1986 he was the first official to receive word of the Chernobyl disaster; after reporting to Premier Ryzhkov he left immediately for the site and ordered the emergency shutdown of two reactors still under load. He served on the Shcherbina government commission during the initial liquidation phase and later pressed for reform of the Soviet nuclear safety regime.

Asked why he sent his son to remote Aldan while other officials' children were placed in embassies — 'So that after seven years of field school, he returns a real geologist.'

Yevgeny Kozlovsky was the longest-serving Minister of Geology of the USSR (1975–1989), presiding over what contemporaries called the 'golden age' of Soviet geology. He doubled the country's mineral-resource base and drove major oil and gas development in Western Siberia, the Caspian Depression, and Central Asia. Starting as an assistant drill master in the Far East, he earned the Lenin Prize for accelerated exploration of the Solnechnoye tin deposit before rising to minister. Under his watch, the Kola Superdeep Borehole reached 12,620 metres, a Guinness record, and the USSR built a fleet of 400 geological research vessels. After the Soviet collapse, he remained a prolific theorist of Russia's mineral-resource policy, arguing that geology was inseparable from national security.

In February 1991 he was offered the post of deputy prime minister for foreign economic relations in the new cabinet. He refused. 'They did not need me in that leadership,' he recalled.

A military-industrial administrator who, as USSR Minister of Instrument-Making, Automation and Control Systems (1980–1989), oversaw the critical control systems for strategic missiles and the Energia-Buran space shuttle. For his leadership of the Buran program's successful test flight he was made a Hero of Socialist Labor in 1990; he later served as Administrator of Affairs of the Council of Ministers before refusing a post in the 1991 cabinet and retiring.

At an April 1976 exhibition of the Ministry of Electronics Industry, fellow minister Valentin Proleyko noted: "He was stung that his own work was falling behind, caustic at every opportunity, and interested only in lodging complaints."

A communications engineer by training, Pervyshin graduated from the Moscow Electrical Engineering Institute of Communications and began his career on installation sites in Siberia before rising to head the All-Union Design and Assembly Trust. From 1974 to 1989, he served fifteen years as USSR Minister of the Communications Equipment Industry, overseeing production of secure communications, radio relay, and radar equipment that formed the backbone of Soviet military command, control and communications (C3) infrastructure. He became a candidate member of the CPSU Central Committee in 1976 and a full member in 1986, later serving as Minister of Communications (1989–1990), and after the Soviet collapse he led telecommunications companies during Russia's transition to a private telecom market.

During the August 1991 coup, Volsky got through to Gorbachev under house arrest and then told the world that the plotters' claim — that the Soviet leader was too ill to govern — was a lie.

He was the Central Committee Machine-Building Department head, economic aide to Andropov and Chernenko, and the figure who personified the transition from late-Soviet industrial management to post-Soviet business lobbying. As founder and 15-year president of the Russian Union of Industrialists and Entrepreneurs (RSPP), he turned the 'red directors' into an organized lobbying force that shaped the terms of Russia's market transition. During the August 1991 coup, he contacted Gorbachev under house arrest and publicly contradicted the plotters' claim that the Soviet leader was incapacitated by illness. He also served as Moscow's special administrator in Nagorno-Karabakh (1988–1990), deputy head of the Chechen peace mission (1995), and spent three months at Chernobyl in 1986 directing the industrial side of the disaster response.

In 1991 I stood up for the defense of our state.

A technocrat who rose from mounter at the Kharkov instrument plant to Minister of General Machine-Building, overseeing the entire Soviet rocket and space industry, and led the Energia–Buran reusable spacecraft programme, the last great project of Soviet spaceflight. In 1988 he became CC CPSU Secretary for Defence Industry, directing the Party's military-industrial policy, and in August 1991 he joined the eight-member State Committee on the State of Emergency (GKChP) in a failed attempt to prevent the USSR's dissolution, for which he was imprisoned for a year and a half. At his death in 2021 he was the GKChP's last survivor.

Last Soviet gas minister who turned his ministry into Gazprom

When the Orsk party committee sought to pull him from the factory floor into the apparatus, Chernomyrdin later recalled: 'I felt I was a production man and wanted to stay at my native factory. But life decided otherwise.' He considered himself a production man, not a party functionary, all his life.

Born into an Orenburg Cossack family, Chernomyrdin rose from mechanic at the Orsk oil refinery to director of the Orenburg gas-processing plant, and in 1985 became the Soviet Union's Minister of the Gas Industry. While minister he also served on the CPSU Central Committee (1986–1990) and as a deputy in both the USSR and RSFSR Supreme Soviets, emerging as a central figure in late-Soviet energy administration. In 1989 he abolished his own ministry and transformed it into Gazprom, the state gas concern that would become the world's largest gas monopoly, a pioneering conversion of a Soviet planned-economy ministry into a state-owned corporation that became the cornerstone of Russia's post-Soviet economy.

Nuclear industry minister who inherited Sredmash in the shadow of Chernobyl

Ryabev later recalled: 'I was in Chernobyl from 2 May and worked there more than a month. All that time I felt something terrible, heavy for all of us had happened — and pain and resentment at what had occurred.'

A physicist from Vologda who trained at MIFI and began his career at the secret nuclear weapons institute VNIIEF in Sarov. As director of VNIIEF from 1974, he led development of new nuclear warheads before moving to the Central Committee's Defense Industry Department to oversee the entire medium machine-building sector. In November 1986, in the immediate aftermath of Chernobyl, he succeeded Yefim Slavsky as Minister of Medium Machine-Building, taking command of the entire Soviet nuclear weapons and atomic energy complex. He later served as Deputy Chairman of the USSR Council of Ministers with responsibility for the fuel and energy complex. After the Soviet collapse, as First Deputy Minister of Atomic Energy of the Russian Federation, he helped preserve the nuclear weapons complex and devoted himself to the multi-volume documentary history of the Soviet atomic project.

Asked in 2012 about the state of the industry, Panichev answered: 'Many development programs have already been adopted. Over thirty government documents on machine-tool building alone. Nothing has budged.'

Nikolai Panichev was the last Minister of Machine Tool and Instrument Building Industry of the USSR (1986–1991), a production administrator who rose from lathe operator to director at the Leningrad Ilyich plant over twenty-five years before joining the ministry. As minister he sought to keep Soviet machine-tool manufacturing competitive by introducing CNC machines, flexible manufacturing modules, and robotic complexes, but the sector was caught between the old command system and the half-built market reforms. After the Soviet collapse he founded the Russian machine-tool association Stankoinstrument and chaired the public council of former USSR and RSFSR ministers. His 2004 memoir Razlom (Fracture) offers a first-hand account of late-Soviet industrial achievement and the failure of reform.

Vladimir Makarovich Velichko

When Ustinov ordered mortar production at his plant, his minister Afanasyev warned: 'Make one and I hand you to the prosecutor.' Velichko organized a 'heroic storm,' delivered them, and recalled it as 'nervous, not to say absurd, conditions.'

A technocrat who rose from lathe operator to director of Leningrad's Bolshevik plant, Velichko served as minister for energy, heavy, and transport machine-building (1975–1991) and First Deputy Chairman of the USSR Council of Ministers (1991). His ministries built the Atommash nuclear complex, reactor systems for over a dozen nuclear plants, ICBM ground equipment, and the Buran shuttle launch complex. When other industrial ministries faltered in the late 1980s, his proved resilient enough that the government twice consolidated troubled ministries under his leadership. After the Soviet collapse he remained an industrial elder, chairing Tyazhenergomash and advising on Russian industrial policy.
