Economist official who was acting chairman of the State Bank of the USSR in August 1991
Born in 1955, he graduated from the Moscow Finance Institute in 1978 and earned his candidate degree in economics in 1981. He worked at the Board of the State Bank of the USSR in 1981–1983 and at Gosplan in 1983–1990. In 1990 he became Deputy Minister of Finance of the RSFSR, and in August 1991 he was acting chairman of the State Bank of the USSR. From November 1991 to February 1992 he was First Deputy Minister of Finance of the USSR; he later worked in the Russian government apparatus and the Accounts Chamber, and was Russia's trade representative in Germany in 2009–2015.
