Party official who headed the Central Committee's Department of Leading Party Organs and the Omsk regional committee before his execution

Born in 1889 into a poor peasant family in Tver Governorate, he became a Bolshevik in 1912 and was exiled to the Turukhansk region in 1915. In 1917 he was elected to the Constituent Assembly on the Bolshevik list, and in the Brest-Litovsk dispute he backed the Left Communists. After chairing the Tver and Smolensk provincial executive committees, he headed the Central Committee's Organisation and Instruction Department in 1930–1931 and the OGPU personnel department in 1931–1934. From March 1934 to March 1935 he headed the Central Committee's Department of Leading Party Organs, and as first secretary of the Omsk regional committee in 1935–1937 he sat on an NKVD special troika and took an active part in the repressions. Removed and expelled in 1937, he was arrested in 1938, shot in Kuibyshev in 1941 and rehabilitated in 1954.
