A FRELIMO leader and post-independence foreign minister, he succeeded Machel as president in 1986. He pursued the 1987 Economic Rehabilitation Program and later multiparty transition. The 1992 peace agreement marked a major turning point in ending war and rebuilding the economy.

Civil war, skilled emigration and limited administrative capacity weakened production and distribution. Chissano’s government introduced the Economic Rehabilitation Program in 1987, adjusting prices, exchange rates and public enterprises with IMF and World Bank support. Political transition and the 1992 peace agreement followed.
