Mexican president who championed Third Worldism and first proposed the Charter of Economic Rights and Duties of States

Born in Mexico City, Echeverría joined the Institutional Revolutionary Party (PRI) in 1944. As Secretary of the Interior from 1963 to 1969 he oversaw a rise in political repression of journalists and dissidents, and he is held to be one of the intellectual authors of the Tlatelolco massacre of 1968. Elected president in 1970, he made "Third Worldism" the banner of his foreign policy, sought to lead the developing countries, and at the third UNCTAD in 1972 first proposed the Charter of Economic Rights and Duties of States. At home he raised social spending through foreign borrowing: external debt grew from $6 billion in 1970 to $20 billion in 1976, and he let the peso float at the end of his term. His presidency also saw the Dirty War against the left and the Corpus Christi massacre of 1971.
