Finance official who chaired the State Bank of the USSR during perestroika
Born in 1926, he worked as an electrician at an aircraft plant in Moscow in 1942–1946 and graduated from the Moscow Finance Institute in 1950. Over the next sixteen years he rose in the USSR Ministry of Finance from economist to deputy head of a directorate. In 1966 he moved to the apparatus of the CPSU Central Committee, first as a consultant and then as head of a section. He was Deputy Minister of Finance in 1981–1986 and First Deputy Minister in 1986–1987, and chaired the Board of the State Bank of the USSR in 1987–1989. He died in Moscow in 2023.
