Born into a landlord family in Haifeng, Guangdong, he became a socialist at Waseda University. In 1922 he burned the title deeds of his inherited land and founded China's first county-wide peasant association, becoming its president. In 1924 he became secretary of the Kuomintang's Peasant Department and directed the Peasant Movement Training Institute founded on his proposal. In 1927 he joined the CCP Central Committee and Politburo, and in November founded the Hailufeng Soviet as its president; it collapsed within four months.
