Kharkov party boss who ran party-organ cadres as a Central Committee secretary under late Khrushchev
Born in 1907 in the village of Starye Virki in Kursk Governorate, he graduated from the Kharkov Civil Engineering Institute in 1935 and stayed there as a graduate student and lecturer; he joined the VKP(b) in 1938. From 1944 he did party work in Ukraine and was First Secretary of the Kharkov regional party committee in 1953–1961. From March 1961 to 1965 he headed the CPSU Central Committee Department of Party Organs for the Union Republics, and he was also a Central Committee secretary in 1962–1965. After serving as Second Secretary of the Communist Party of Kazakhstan in 1965–1971, he was from 1970 First Deputy Permanent Representative of the USSR to Comecon, and he died in Moscow in 1980.
