Finance official who served as the last Minister of Finance of the USSR in the Pavlov cabinet

Born in Moscow in 1936, he graduated from the Moscow Finance Institute in 1960. After the RSFSR Ministry of Finance, he worked in the USSR Ministry of Finance from 1965 to 1986, heading among others the directorates for heavy-industry financing and state revenue, and joined the CPSU in 1966. He became Deputy Minister of Finance in 1986 and First Deputy Minister in 1990, and was appointed Minister of Finance of the USSR on 7 March 1991. He left the ministry after the August 1991 coup and was formally relieved on 26 November 1991. He died in Moscow in 2005.
