Acting minister who ran the USSR Ministry of Finance until its abolition
Born in Moscow in 1938, he graduated from the Moscow State Economic Institute in 1961. After the RSFSR Ministry of Finance he moved to the USSR Ministry of Finance in 1962 and headed several of its directorates in 1974–1989. He was Deputy and then First Deputy Minister of Finance in 1989–1992, and on 21 August 1991 he was appointed acting Minister of Finance, running the ministry until its abolition on 4 February 1992. He later was first vice-president of Neftekhimbank and president of an audit firm; he became a doctor of economics in 1991 and a professor in 1993. He died in 2020.
