Progressive Party premier under Yuan Shikai who turned to charity after leaving office
A scholar born in Fenghuang, Hunan, he joined the Unity and Republican parties after the founding of the Republic and then became a member of the Progressive Party. He was finance minister in Tang Shaoyi’s cabinet in 1912 and commissioner of Rehe in 1913. In July 1913 Yuan Shikai appointed him premier and finance minister, and he countersigned the orders banning the Kuomintang and dissolving parliament. As his relations with Yuan deteriorated over how to govern, and as he was attacked over the loss of treasures from the Rehe palace, he resigned in February 1914. Out of politics, he ran educational and charitable institutions in Beijing and Shanghai and in 1937 helped refugees during the Battle of Shanghai. After Shanghai fell he moved to Hong Kong, where he died that December.
