Amid the 1998 financial crisis, Yeltsin offered him the premiership. Maslyukov refused: "I'm ready to work as Primakov's first deputy." The last steward of the Soviet planned economy chose the work he could do over the power he could seize.
Born in Leninabad, Tajikistan, he trained as an engineer and rose through Izhevsk defense plants to become a core technocrat of Soviet military industry. As Gosplan chairman (1988–1991) and Politburo member (1989–1990), he was the last steward of the planned economy. After the USSR's collapse, he served as First Deputy Prime Minister under Yevgeny Primakov (1998–1999), managing the response to the 1998 financial crisis, and later as a Communist Party deputy in the State Duma until his death in 2010, a rare figure who bridged the Soviet planning elite and post-Soviet industrial politics.
