A National Convention committee responsible for political surveillance and policing, receiving arrest records and participating in investigations and referrals to the Revolutionary Tribunal.
In depth
A central committee drawn from Convention deputies and accountable to the assembly, it handled policing separately from the military, diplomatic and executive coordination of the Committee of Public Safety.
Article 9 of the Law of Suspects required local surveillance committees to send it lists of detainees, grounds for arrest and seized papers. This connected local surveillance to central supervision.
Articles 10 and 18 of the Law of 22 Prairial authorised it to refer defendants to the Revolutionary Tribunal and, with the Committee of Public Safety, examine decisions to drop cases. The committee supervised policing and referrals; the tribunal delivered verdicts and sentences.
