Oil revenue encouraged ambitious public investment in the 1982–1986 development plan. Foreign oil companies and the CFA franc monetary framework remained important external connections despite socialist institutions.
Spending and borrowing based on optimistic oil expectations were vulnerable to falling prices. An IMF retrospective estimates that the public sector accounted for roughly three-quarters of non-oil GDP in the early 1980s. This is not its share of total GDP, and oil’s output and employment effects require separate analysis.
