The preparatory meeting for a German national assembly held in St Paul's Church, Frankfurt, from 31 March to 3 April 1848, at the invitation of 51 liberals who had met at Heidelberg on 5 March. Its liberal majority prevailed over the radical democrats and decided to cooperate with the Federal Diet in holding elections to a constituent national assembly. Hecker's motion to proclaim a republic was defeated, and a Committee of Fifty represented the movement until the Assembly opened.

In depth

It was chaired by Carl Mittermaier. When Struve's programme for a federal republic was also rejected, Hecker and Struve, in the minority, walked out on 2 April, a step that led to the Hecker uprising in April. The Pre-Parliament fixed one deputy per 50,000 inhabitants. Robert Blum was one of its vice-presidents.
