Ratsiraka’s Second Republic expanded state control and development planning under the socialist charter of 1975. Economic decolonization from French capital was a major objective.

The state acquired stakes in major financial, transport, trading and manufacturing firms, while private businesses faced price and profit-transfer controls. Increased investment in 1978–1980 raised debt without the expected production gains, followed by adjustment in the 1980s.

The Library of Congress study, citing World Bank research, reports a roughly 40% fall in per-capita income during 1971–1991. The interval starts before the socialist regime and the original measurement needs attention. It is contextual evidence, not an estimate of one policy’s causal effect.
