National Liberation Committee for Northern Italy (CLNAI)

The National Liberation Committee for Northern Italy (CLNAI) was a political-military body formed in Milan in February 1944 by anti-fascist forces including communists, socialists, liberals, Christian Democrats, and Actionists. It coordinated regional liberation committees and armed formations in northern Italy, carried out provisional administrative and legislative functions against the Italian Social Republic, and organized the spring 1945 general insurrection that led to liberation.

Formation and authority

The CLNAI grew out of the Milanese liberation committee and, in early 1944, received from the central Committee of National Liberation the role of an extraordinary government for the North. Its political direction was paired with the military activity of the Volunteer Corps of Liberty (CVL).

Insurrection

In April 1945 the committee coordinated armed uprisings and the assumption of administrative power in northern cities. On 25 April it proclaimed a general insurrection, demanded the surrender of fascist and German positions, and issued administrative and judicial measures after liberation.

Political character

As a coalition of anti-fascist parties, the committee contained tensions over the postwar state and the scope of social transformation. Its agreement with the Allies recognized military cooperation while imposing constraints on the transfer of power and maintenance of order after liberation.
