Convention deputies sent to departments or armies to enforce central decrees and supervise recruitment, supplies, military commanders and administration.

The Convention expanded missions to departments and armies during the recruitment and military crises of 1793. Deputies exercised executive powers over requisitions, commanders and local authorities as well as reporting to Paris.
Saint-Just and Le Bas served with the Army of the Rhine. Carrier at Nantes and Collot d’Herbois and Fouché at Lyon directed repression. Their assignments and powers depended on their commissions and local circumstances.
Unlike a local surveillance committee, a representative on mission was a deputy exercising authority delegated by the national assembly.
