Ceaușescu's protégé who ordered his execution and led Romania's post-communist transition

'Quite shameful, but necessary': Iliescu's later verdict on the drumhead trial and execution of the Ceaușescus.

A Romanian Communist Party elite, Iliescu led the National Salvation Front (FSN) during the December 1989 revolution that ended the Ceaușescu regime. He authorised the drumhead trial and execution of Nicolae and Elena Ceaușescu on Christmas Day, then won Romania's first free presidential election in 1990 with 85% of the vote. His reputation was scarred by the Mineriads, in which miners were summoned to Bucharest to crush peaceful opposition protests, and he was later charged with crimes against humanity for deaths during the revolution. He served three presidential terms, steering Romania into NATO and closing EU accession negotiations, yet the unresolved question (popular revolution or coup d'état) shadowed him to the end.

Judicial reckoning for the Mineriads

Responsibility for the June 1990 Mineriad moved through the courts for three decades without reaching a verdict on the merits. The first charges were brought in 2005 and shortly dropped. In 2014 the European Court of Human Rights found that the failure to investigate the events of the Mineriad violated the rights to life, to freedom from inhuman and degrading treatment, and to demonstration. In 2015 the Military Prosecutor's Section and the Justice Office reopened the investigation, accusing Iliescu and other alleged perpetrators of coordinating a general and systematic attack on the civilian population in Bucharest between 13 and 15 June 1990. On 13 June 2017 the Prosecutor's Office indicted Iliescu for crimes against humanity, alleging that Interior Ministry, Defence Ministry and Romanian Intelligence Service forces, together with miners and workers brought from various parts of the country, took part in an illegal attack that also struck peaceful residents; the Strasbourg Observers commentary on the Mineriads and the enforcement of the Mocanu judgment treats this file as part of that wider litigation history. In December 2020 the case was rejected: the judges found the indictment void and therefore unusable at trial. Separate proceedings concerned the December 1989 revolution. In April 2018 the General Prosecutor asked that Iliescu be tried, with President Klaus Iohannis approving the request as well as the prosecution of Petre Roman; Iliescu was charged over the killing of 862 people during the revolution, at a time when he headed the FSN interim government, and over the spreading of misinformation.
