A 'North Caucasian' Chekist whom Yevdokimov named in 1934 among 'his people' inside the OGPU, he ran the NKVD in Chechnya (Chechen-Ingushetia) from the summer of 1936. Naumov counts him among the regional chiefs who proposed above-average figures in the kulak operation.
