Leszek Balcerowicz

Leszek Balcerowicz

Architect of Poland's shock therapy and symbol of the post-communist transition

One should be prepared for the window of opportunity by pursuing what appears to be a useless hobby.

Architect of Poland's shock therapy. Appointed finance minister and deputy prime minister in the Mazowiecki government in 1989, he led the 'Balcerowicz Plan': rapid stabilization, price liberalization, and currency convertibility that made Poland the first Eastern Bloc country to undergo radical market reform. The plan tamed hyperinflation and set Poland on a path to become one of Europe's fastest-growing economies, but it also brought a 20% drop in GDP, mass unemployment, and fierce social backlash epitomized by the slogan 'Balcerowicz must go', making him the emblematic figure of the gap between what 1989 promised and what it delivered.
