Action Programme

A reform programme adopted by the Central Committee of the Communist Party of Czechoslovakia (KSČ) in April 1968, the core policy document of the Prague Spring. It set out plans for relaxed censorship, expanded freedoms of expression and movement, economic decentralization, limits on secret-police powers, federalization into Czech and Slovak republics, and a ten-year transition to democratic elections, all while preserving the KSČ's leading role. Drafted under Alexander Dubček's leadership and incorporating ideas from reform economists such as Ota Šik, its implementation was halted by the Warsaw Pact invasion in August 1968.
