A Politburo sub-commission established on 18 March 1979 by the CPSU Central Committee for inter-agency coordination, rapid decision-making, and policy recommendations on Afghanistan. Its core members, Andropov (KGB), Gromyko (Foreign Affairs), Ustinov (Defense), and Ponomarev (International Department), initially advised against direct military intervention during the Herat uprising, but as the Amin regime destabilised, they submitted the pivotal 29 October 1979 report recommending intervention. The commission then drove the Politburo's 12 December invasion decision and remained the central body directing Soviet Afghan policy throughout the war.
