A mediator who moved from forest science to the premiership on the eve of war

“Model Cajander” came to mean the Winter War reality in which reservists relied on civilian clothes, a rifle, and a belt.

Aimo Cajander was a botanist and forestry administrator who developed forest-type theory and linked scientific expertise to state forest policy. A liberal politician, he served three times as prime minister and mediated Finland's coalition between Social Democrats and the Agrarian League. His cabinet's underestimation of Soviet demands and the danger of war, together with delayed defence procurement, shaped his legacy, and he left office after the Winter War began.
