Chelyabinsk political economist who was the first and only chairman of the USSR Control Chamber
Working at the Minyar metalware plant from the age of thirteen, he graduated from the Ural State University in 1954, taught political economy at the Chelyabinsk Polytechnic Institute, headed the lecturers' group of the Chelyabinsk regional party committee (1960–1965) and the Polytechnic's political economy department (1965–1985), and ran the Chelyabinsk branch of the Higher School of the Trade Union Movement (1985–1991). A doctor of economics, he was elected a People's Deputy of the USSR in 1989 and deputy chairman of the Supreme Soviet's planning and budget commission. From May 1991 he chaired the USSR Control Chamber, which replaced People's Control, until it was abolished in February 1992.
