Chemical engineer who rose from controller at an arms plant to acting Minister of State Control in 1953
Born into a minor clerk's family in Nizhny Novgorod, he graduated from the Nizhny Novgorod Chemical Technology Institute in 1930. In the 1930s he ran the central chemical laboratory of Plant No. 180 in Izhevsk and the central inspection laboratory of armaments Plant No. 71. In May 1941 he became a senior controller of the People's Commissariat of State Control, rising to chief controller for the armaments and ferrous metallurgy commissariats and in 1946 to Deputy Minister of State Control. He was first deputy minister in 1953–1955 and acting minister from May to December 1953, after Merkulov's removal. He later served as Deputy Minister of Instrument Making and in the apparatus of Gosplan, the Supreme Council of the National Economy and Gossnab.
