The National-Communist Balancing Act

Sniečkus's 34-year rule was, on the surface, loyal Sovietization. Yet beneath it lay a complex tightrope walk between Moscow and Vilnius. In 1940, the security apparatus he personally directed carried out the first mass deportations (June 1941), and postwar collectivization and repression proceeded under his command. Yet when Stalin moved in 1949–50 to purge the old guard of underground Lithuanian communists as 'bourgeois nationalists,' Sniečkus confronted the Kremlin directly, and won. Lithuania became the only Soviet republic where not a single pre-Soviet communist was arrested.

From the mid-1950s onward, his rule acquired an increasingly 'national communist' character. He made Lithuanian the de facto working language of the party, promoted Lithuanian cadres, and negotiated ceaselessly with Moscow for republican economic autonomy. While continuing to block amnestied deportees from returning under Khrushchev's liberalization, he simultaneously buffered the republic's cultural and linguistic space from obliteration. Moscow repeatedly warned him for failing to curb rising nationalism, yet the Kremlin never removed him. Sniečkus was, until his death, both the enforcer of Sovietization and the guardian of a residual Lithuanian sphere, a contradiction he embodied more successfully than any other republican leader.
