Filipp Mikheyev was a Soviet Communist Party official whose work centered on administration and practical management in the Leningrad party organization. He took part in the city’s wartime defense, yet the postwar purge reached beyond its prominent leaders to officials who kept the organization functioning. Tried with the central defendants in the Leningrad Affair, he received a ten-year sentence and was rehabilitated in 1954 after investigators’ unlawful methods were found to have produced the confessions.
