43rd US president who signed the Troubled Asset Relief Program into law as the financial crisis broke
The eldest son of President George H. W. Bush, he was the Republican governor of Texas from 1995 to 2000 and the 43rd president of the United States from 2001 to 2009. Late in his presidency, in December 2007, the United States entered recession, and when the financial crisis broke in the autumn of 2008 his administration and Congress pushed through emergency measures to stabilise the financial system. On 3 October 2008 he signed the Emergency Economic Stabilization Act, which created the $700 billion Troubled Asset Relief Program. He received one of the lowest approval ratings in US history during the financial crisis and left office deeply unpopular.
