Party cadres official who ran the Central Committee's Organisation and Assignment Department in 1926–1930 and promoted Yezhov
Born in Tver in 1890 to a minor office worker, he left the St. Petersburg Mining Institute without a degree. He joined the Bolshevik faction of the RSDLP in 1911 and worked underground as a member of the St. Petersburg Committee in 1912–1914. After the revolution he worked in the Petrograd party organisation, and as secretary of the North-Western Bureau in 1924–1926 he fought the Zinoviev opposition. From March 1926 to January 1930 he headed the Central Committee's Organisation and Assignment Department, and in 1930 its Assignment Department; Nikolai Yezhov began working under him in this period. A member of the Central Committee and the Orgburo in 1927–1934, he then handled personnel at the Supreme Council of the National Economy and the heavy industry commissariat and sat on the Soviet Control Commission. Arrested in June 1937, he was shot in November and rehabilitated in 1956.
