Bolshevik who headed the Central Committee's Organisation and Assignment Department and led the Belorussian party before his execution
Born in 1896 to a German father and a Russian schoolteacher mother, he joined the RSDLP (Bolsheviks) in 1916. In 1917–1918 he chaired the Military Revolutionary Committee of Pskov Governorate and then its executive committee, leading the establishment of Soviet power in Pskov. After serving as responsible secretary of the Yekaterinburg provincial committee he was a candidate member of the Central Committee in 1924–1934, and in 1925–1926, as one of Stalin's inner circle, headed the Central Committee's Organisation and Assignment Department. He was first secretary of the Communist Party of Byelorussia in 1930–1932 and a secretary of the Moscow city committee in 1932–1934, and in 1934–1938 a member of the Soviet Control Commission as its plenipotentiary for Uzbekistan and Gorky Region. Arrested in October 1938, he was shot in February 1939 and rehabilitated in 1956.
