State Bank chairman dismissed after six months for breaching the cash plan, then shot

Born in 1896 into a worker's family in Kasimov, he worked in a factory and in river transport and joined the RKP(b) in 1918. After posts in food-supply bodies and the provincial finance department in Ryazan, he moved to Moscow in 1929 and rose to deputy head of the Moscow city finance department. In 1937 he became manager of the Moscow City Bank and Deputy People's Commissar of Finance of the RSFSR, and in 1938 Deputy People's Commissar of Finance of the USSR and first deputy chairman of the State Bank. In April 1940 he succeeded Bulganin as chairman of the Board of the State Bank of the USSR, but in October he was removed for an 'unauthorised' breach of the cash plan for the fourth quarter and was arrested in December. He was shot in July 1941 on charges of espionage and rehabilitated in 1955.
