The Revolution in Military Affairs: Precision Weapons and Automated C2
Ogarkov's most important legacy is his theory of the 'Revolution in Military Affairs' (RMA). Developed from the late 1970s through the early 1980s, this concept posed a fundamental challenge to the prevailing Soviet doctrine that nuclear war alone represented the decisive form of military power. Ogarkov argued that the emergence of precision-guided munitions, real-time reconnaissance-strike complexes, and automated command-and-control systems (C4I) was transforming the very nature of conventional warfare. In his view, new technologies made it possible to achieve strategic effects comparable to nuclear weapons using conventional means, and future war would therefore depend not on mass conscript armies but on a smaller, highly trained professional force equipped with advanced technology.
This thinking was first tested at scale in September 1981 during Zapad-81, the largest Soviet operational-strategic exercise ever conducted. Ogarkov trialled the 'Manoeuvre' automated control system and early forms of precision-guided weapons in an exercise comparable in scope to major World War II operations. He also effectively created a centre for operational-strategic research within the General Staff, advancing work on strategic nuclear force control theory and missile defence.
Ogarkov's RMA concept provoked sharp debate within the Soviet military elite. Generals committed to the traditional World War II model of massive armoured deep operations resisted his technology-centred vision, and his tensions with Defence Minister Ustinov, compounded by his opposition to the Afghan intervention, led to his dismissal in 1984. But his ideas did not disappear. Andrew Marshall's Office of Net Assessment at the U.S. Pentagon studied Ogarkov's writings intensively, and his concept of the 'military-technological revolution' (MTR) became the starting point for post-Cold War American military transformation debates. The demonstrated effectiveness of information dominance and precision strike in the 1991 Gulf War propelled RMA theory across the globe, and it continues to influence military doctrine in China's People's Liberation Army and many other armed forces today.
