The academic organizer who tried to make central planning a mathematical science

He replied: "Perhaps I should. I don't cling to my position." Dismissed the next day — the sole public speech against Lysenko at the entire session.
Founder of the Soviet school of mathematical economics. After the Moscow Commercial Institute (1917), he studied the class structure of the Soviet countryside in the 1920s. At the August 1948 VASKhNIL session he delivered the sole public speech against Lysenko's persecution of genetics, dismissed the next day as director of the Timiryazev Academy. He signed the 'Letter of Three Hundred' (1955). In 1958 he organized the USSR's first laboratory for economic-mathematical research, which became TsEMI in 1963. Stalin Prize (1946) and Lenin Prize (1965, posthumous). With Kantorovich and Liberman, he formed the intellectual tripod of the thaw-era economic reform debates.

Agricultural Statistics and Rural Class Analysis: The Empirical Foundation of the 1920s
Nemchinov's academic starting point was the statistical mapping of the socio-economic structure of the Soviet countryside in the 1920s. In a series of papers, 'On the Statistical Study of Class Stratification in the Village' (1926), 'On Socio-Economic Groupings of Peasant Farms' (1927), 'An Essay on the Classification of Peasant Farms' (1928), he sought to combine Marxist class concepts with inductive statistical methods. Rather than relying on property size alone, he constructed multi-dimensional groupings using composite indicators: ownership of means of production, employment of hired labor, and market orientation. This work became widely cited as an empirical baseline in Bolshevik agrarian-policy debates.
In 1927–1928 Nemchinov personally organized two 'dynamic nested' (gnezdovye) agricultural censuses that operationalized his classification scheme on a national scale. During the same period he developed the instrumental crop-yield measurement method known as the 'metrovka': randomly selected one-square-meter sample plots were harvested and physically measured, replacing the subjective visual estimates that had prevailed until then. In 1929–1931 he directed the USSR's first comprehensive surveys of state farms (sovkhozes) and collective farms (kolkhozes).
His 'Structure of Grain Production' (1928) reconstructed pre- and post-revolutionary grain-fodder balances and estimated the volume of marketed grain leaving the village in 1926/27, an attempt to identify statistically the structural causes of the politically explosive 'grain crisis.' In mathematical statistics, he developed the 'Nemchinov–Peregudov scheme,' which applied Chebyshev orthogonal polynomials to variance analysis and trend extraction in time series, later systematized in his monograph 'Chebyshev Polynomials and Mathematical Statistics' (1946). Taken together, this body of work shows that his later advocacy for mathematizing economics was not a mere methodological preference but a conviction grounded in three decades of concrete statistical practice.
Input-Output Balance and the Planned-Pricing Model: The Theoretical Foundation of Soviet Mathematical Economics
Nemchinov's most original theoretical contribution grew from an approach that treated the entire national economy as a system of simultaneous equations. He revived the input-output (interbranch balance) work that had been attempted and abandoned in the USSR in the 1920s. At the April 1960 All-Union Conference on the Application of Mathematical Methods in Economic Research and Planning, he delivered the keynote programmatic speech, uniting input-output analysis, linear programming, and electronic computation into a single integrated research program. The conference became a watershed for Soviet economics, and Nemchinov, as chairman of the newly created Scientific Council for the Application of Mathematical Methods and Computer Technology in Economic Research and Planning, became the organizational hub of the entire field.
His 1963 monograph 'Basic Outlines of a Planned-Pricing Model' marks the summit of his theoretical project. Nemchinov proposed transforming the conventional monetary input-output table into one denominated in labor hours. By accumulating all intermediate labor costs embodied in each product, he aimed to compute the 'socially necessary labor time' for every good. Solving an optimization problem, how to redistribute labor across sectors to maximize final output given a required consumption vector, would yield a set of shadow prices that could serve as the basis of actual planned prices. It was an attempt to implement, on the scale of a national-economy input-output table, the objectively determined valuations (o.o. estimates) that Kantorovich had derived from linear programming.
Nemchinov also reformulated the philosophy of planning itself. He argued that the existing 'plan-task' (plan-zadanie) system should give way to a 'plan-order' (plan-zakaz) system: instead of the state assigning production quotas to enterprises, mathematical economics would design an incentive structure in which enterprises voluntarily bid to meet state demand under an optimal price-signal regime. This was a search for a third form of economic coordination, neither market nor command, but information-computational, and it provided one of the theoretical backgrounds for the Kosygin reforms of the mid-1960s.
