Tula regional party chief who led the city's defence in 1941, later Minister of Trade and Minister of State Control

Born into a peasant family in Vologda Governorate, he taught literacy classes and joined the Communist Party in 1929. After graduating from the Moscow Mining Institute in 1936 he moved into party work, became first secretary of the Tula regional committee in 1938, and from October 1941, as chairman of the Tula City Defence Committee, led the defence of the encircled city. He was first secretary of the Kuibyshev regional committee in 1943–1946 and USSR Minister of Trade in 1948–1953, then Minister of State Control from December 1953 until he gave way to Molotov in November 1956. He went on as deputy minister of State Control, deputy chairman of the Commission of Soviet Control and head of the Central Bureau of Complaints of the Party-State Control Committee, retiring in 1973. He was made a Hero of the Soviet Union in 1977 for the defence of Tula.
