A citizen qualified to participate in primary electoral assemblies under the French Constitution of 1791. This status did not grant equal voting rights to every resident.

Qualifications included age 25, residence, a specified direct-tax payment and exclusion of paid domestic servants. The electors chosen by these citizens faced additional property requirements. Active citizenship, elector status and women’s political exclusion must be examined separately.
