All-Russian Congress of Soviets

The supreme governing body of the Russian Soviet Federative Socialist Republic (RSFSR) from 1917 to 1936. Composed through indirect multi-stage elections (one delegate per 25,000 urban voters, one per 125,000 provincial inhabitants) it held supreme authority under the 1918 and 1925 RSFSR constitutions: amending the constitution, ratifying peace treaties, and electing the All-Russian Central Executive Committee and Council of People's Commissars. The Second Congress (November 1917) ratified the October Revolution and adopted the Decrees on Peace and Land; the institution was abolished in the 1936 constitutional reform and replaced by the Supreme Soviet.
