전러시아 소비에트 대회

All-Russian Congress of Soviets

1917년부터 1936년까지 러시아 소비에트 연방 사회주의 공화국(RSFSR)의 최고 국가권력 기관. 도시 소비에트 2만 5천 명당 1명, 주 소비에트 대회 12만 5천 명당 1명의 대의원을 선출하는 간접·다단계 선거로 구성되었으며, 1918년과 1925년 헌법에 따라 헌법 개정·평화조약 비준·전러시아 중앙집행위원회 및 인민위원회의 구성 등 최고 권한을 행사했다. 제2차 대회(1917년 11월)는 10월 혁명을 승인하고 평화·토지 법령을 채택했으며, 1936년 헌법 개혁으로 최고소비에트 체제로 대체되며 폐지되었다.
