An informal name for the three issue areas into which the CSCE Helsinki Final Act negotiations were divided. Basket I covered political-military security, Basket II economic, scientific and environmental cooperation, and Basket III humanitarian matters and human contacts.

In depth

The structure was outlined during the multilateral preparatory talks held at Dipoli, Finland, from November 1972 to June 1973, culminating in the Final Recommendations of the Helsinki Consultations, known as the Blue Book. The substantive negotiations in Geneva from September 1973 to July 1975 were organized around these three baskets, while the Final Act also included a separate follow-up section. The arrangement allowed security, cooperation, and human contacts to be negotiated together within one political framework.
