Public enterprises provided investment instruments but also burdened public finances and banks. Trade with Nigeria, export structure and administrative capacity shaped the crisis. Adjustment in 1989 and the National Conference in 1990 linked economic and political transition.
An IMF study in 2004 reported average annual growth of 2.9% for 1970–1979. That interval includes years before the socialist declaration and cannot serve as a score for the entire regime. Period selection and population growth matter.
