The Charter of Paris for a New Europe was a political declaration adopted at the CSCE Paris Summit in November 1990. Reaffirming principles of democracy and cooperation after the Cold War, it advanced permanent bodies including a secretariat, a Conflict Prevention Centre, and an Office for Free Elections, helping turn the CSCE from a conference process into an institutionalized organization.

The Charter was a political settlement grounded in the Helsinki Final Act that proclaimed the end of Europe’s division and new principles for relations among states. The Paris Summit marked the transition from the CSCE’s earlier pattern of periodic meetings and consultations toward permanent administrative and functional bodies. At the 1994 Budapest Summit, the CSCE was renamed the OSCE.
