The eighth five-year plan of the USSR (1966–1970), implemented alongside the Kosygin reform, achieved the highest growth rates in Soviet history and was nicknamed the 'Golden Five-Year Plan.' National income rose 42% with an average annual growth of 7.7–7.8%, gross industrial output increased 51%, and agricultural output 21%. Whether this growth resulted from the reform or from a one-time release of previously untapped reserves remains a central debate in Soviet economic history.
