The eleven-member collective government formed at the Hôtel de Ville of Paris after Louis Philippe abdicated on 24 February 1848, which ruled France until it handed power to the Executive Commission on 9 May. Moderate republicans of Le National (Lamartine, Marie, Arago, Marrast and others) formed the majority, alongside Ledru-Rollin, Louis Blanc and Flocon of La Réforme and the worker Albert.

Its nominal president was the revolutionary veteran Dupont de l'Eure; Lamartine took foreign affairs, Ledru-Rollin the interior, Crémieux justice, Arago the navy, Marie public works, and Garnier-Pagès became mayor of Paris and from March finance minister. It abolished the death penalty for political offences (26 February), proclaimed freedom of the press and of assembly (4 March), introduced universal manhood suffrage (5 March) and abolished slavery in the colonies (27 April), and on 25 February decreed the right to work and set up the National Workshops and the Luxembourg Commission. On 25 February Lamartine refused the red flag and kept the tricolour, while the surtax of 45 percent on direct taxes decreed on 16 March (the "45 centimes") turned the peasants against the Republic. The demonstration of 17 March won a postponement of the elections to 23 April, and a second demonstration on 16 April demanding another delay was stopped by the National Guard.
