National Congress of People's Representatives

전국인민대표대회

A one-time nationwide congress of people's representatives held in Vientiane on 2 December 1975 that abolished the Kingdom of Laos and proclaimed the Lao People's Democratic Republic. On the same day it created the Supreme People's Assembly and formed the first government. Korean-language sources usually call it the '전국인민대표자회의'; it is a separate body from the National People's Congress of the People's Republic of China.

The official history of the Lao National Assembly states that the Lao People's Revolutionary Party completely liberated the country on 2 December 1975 with the foundation of the Lao People's Democratic Republic, and that the Supreme People's Assembly was established by this nationwide People's Representatives Congress. Lao-language official material uses the same designation for the meeting and records the abolition of the monarchy and the founding of the people's democratic republic and of the Supreme People's Assembly. The Academy of Korean Studies encyclopedia records that the congress ended a six-century monarchy and proclaimed the Lao PDR.

The congress abolished the monarchy and formed the 1st Supreme People's Assembly. On the same day it created the office of prime minister and formed the first government. According to the official history of the Lao National Assembly, the 1st Supreme People's Assembly had 45 members, four of them women. Souphanouvong was its standing chair, with Sisomphone Lovanxay, Sithon Kommadam and Faydang Lobliayao as vice-chairs, and Khamsouk Keola as vice-chair and secretary-general. The assembly had three committees, for drafting the constitution, for drafting presidential decrees and electoral law, and for planning and the state budget, and it adopted the First Five-Year Socio-Economic Development Plan (1980-1985) together with laws on the Council of Ministers, local administration and foreign investment.

Sources differ on the date and on the number of members. A US Library of Congress country study records that the congress opened on 1 December in the auditorium of the former United States community school, with 264 delegates, and that Kaison Phomvihan presided over the 2 December session at which the resolution founding the Lao PDR was adopted; it also reads out a list of forty-four members of the Supreme People's Assembly. Lao official sources record the congress on 2 December and the first legislature as 45 members.

The 1st Supreme People's Assembly was replaced on 1 June 1989, after elections to the 2nd Assembly on 26 March 1989 returned 75 members, five of them women. Nouhak Phoumsavanh chaired the 2nd Assembly, which adopted the first constitution on 14 August 1991. From the 3rd Assembly, elected on 20 December 1992, the body was renamed the National Assembly and thereafter operated only at the national level, without regional assemblies.
