The Caucasian Bureau of the Central Committee of the Russian Communist Party (Bolsheviks), established by a CC Plenum resolution on 8 April 1920 to extend Bolshevik rule across the Caucasus and direct the Sovietization of the South Caucasus. Chaired by Grigory Ordzhonikidze with Sergei Kirov as vice-chairman, it was replaced in February 1922 by the Transcaucasian Regional Committee (Zakkraikom).

Establishment and Authority

The Kavbiuro was established by the CC RCP(b) Plenum resolution of 8 April 1920, replacing the existing Caucasian Regional Committee. Unlike its predecessor, which was an elected body guiding local party organizations, the Kavbiuro was a plenipotentiary organ of the all-Russian party center, directly subordinate to the Central Committee and Lenin personally. Its seat moved from Pyatigorsk to Armavir, then Rostov-on-Don, and finally to Tiflis (Tbilisi).

Composition and Activity

Chaired by Ordzhonikidze with Kirov as vice-chairman, the Kavbiuro formed two operational troikas in June 1920: the Baku troika led by Ordzhonikidze and the Armavir (later Rostov) troika led by A. G. Beloborodov, overseeing party organizations in the Don and North Caucasus. Its press organs included the newspaper Sovetskii Kavkaz (April–September 1920), Sovetskii Iug (from October 1920), and the journal Izvestiia Kavbiuro TsK RKP(b).

Historical Role

The Kavbiuro directed the Sovietization of Azerbaijan (April 1920), Armenia (November–December 1920), and Georgia (February–March 1921). It then forced the three republics into the Transcaucasian Socialist Federative Soviet Republic, overriding fierce opposition from Georgian Bolshevik leaders Filipp Makharadze and Budu Mdivani. The resulting "Georgian affair" escalated when Ordzhonikidze physically struck a member of the Mdivani group, prompting Lenin's final political intervention. The dispute delayed the formation of the Soviet Union itself. In February 1922 the Kavbiuro was replaced by the elected Transcaucasian Regional Committee (Zakkraikom).

Beyond the Caucasus

The Kavbiuro also operated beyond the former imperial border. In June 1920, with Red Navy support, it backed the Iranian revolutionaries Mirza Kuchik Khan and Ihsan-Allah Khan Dustdar in establishing the Soviet Socialist Republic of Iran in Gilan province: the Bolsheviks' first serious attempt at exporting revolution south of the former Russian Empire.
