The series of laws and decrees issued in 1925 and 1926 that began transforming the legal order of the Kingdom of Italy into the Fascist regime, also called the exceptional laws of Fascism.

Designed by the justice minister Alfredo Rocco, they began with the law of 24 December 1925, which made the prime minister a “head of government” answerable to the king alone rather than to parliament, and the law of January 1926 giving the government power to issue decrees with the force of law. In November 1926 a public security law dissolved the opposition parties and anti-fascist associations and allowed opponents to be sent into internal exile; the Aventine deputies lost their seats, the death penalty was restored and the Special Tribunal for the Defence of the State was created. Italy became a one-party state of the National Fascist Party.
